Why my college is not accepting the application for fee reimbursement in second year B.Tech? I have not applied for it in my first due to some reasons.

in btech first year i didn't applied for fee reimbursement due to some problem
in second year iam intrested to applied for it ,
but in college they are not accepting it ,

why is any reason
