To become an collector you have to clear the INDIAN ADMINISTRATIVE SERVICES EXAM ,only then you can become an collector or else there would be no other way to become an collector in INDIA.The first step that you need to take to achieve your goal is to start preparing for the IAS exam ,it would be better if you would join any coaching center for proper guidance and give you an competitive environment to prepare for the examination.
The exam is conducted in three stages and the marks of each stage is counted in over all evaluation evaluation, you have to get in top 500 to 600 among around 5 lakhs students writing the exam every year so you have to really work hard .

Re: What is the procedure to become IAS after my Graduation? What are the examination to apply for it?

The IAS(Indian Administrative Service) examination which is a exam that can provide a candidate with one of the prestigious official authority is conducted by UPSC(Union Public Service Commission) of India. The procedure to become an IAS can be summarized as follows-
1)The preliminary exam which is usually conducted in the month of May or June and which consists of objective type questions. The questions are usually asked from subjects such as History, General Awareness,English, etc which requires thorough practice.

2)The second level is Mains exam, a candidate can appear for this exam only when qualified the previous exam.

3)The third step and the most crucial one is Personal Interview. If a candidate has qualified both of the above two stages, he can appear for this step, but most of the candidates are removed at this step. The candidate should go through mock interviews before facing this interview as it would help him to prepare for the most imprtant step in the process of becoming an IAS.
Firstly you have to fill the form for the Preliminary exam and then you can proceed further.
