IAS is an examination which is conducted by UPSC(Union public service commission).
This examination is conducted to select candidates that are suitable for the service of the nation.
Actually the exam which is conducted to become IAS, IES, IRS, or IPS are called CSE(Civil services examination) and after you clear this examination you are given a choice out of all of these positions on the basis of the score obtained by you in this examination.

Yes now I would like to to come to your question. The percentage specified by UGC which should be obtained by you in graduation in order to appear for this examination is 50%.
There are three levels which you have to pass in order to clear CSE examinations that are as folows:
    1)Preliminary examination
    2)Mains examination
    3)Personal interview
