The minimum age required for appearing for the entrance exam is 21years. Also it is a must to pursue graduation from a recognised institute. So either ways you are not eligible for the course. You need to first of pursue a degree course. Both the universities Dharwad and Kuvempu are recognised. However in terms of rating Dharwad is rated better. Therefore preferably pursue the course from Dharwad. To become an IPS officer you will need to appear for the Civil Service exam. You can appear for the exam when you are in the final year of degree course. In the meantime you can start preparing for the exam. Make sure that you read the newspapers daily also update yourself in the General knowledge section.

The basic eligibility requirement to appear in the IPS exam is to have a graduation degree. The candidate can be from any discipline of study. The age of the candidate must be above 21 years of age while appearing the preliminary exam. The age of the candidate must not be more than 30 years. The candidates who are in the final year can also appear in the IPS exam. As to get selected into the IPS a candidate must qualify two criterions. At first the candidate must be pass the IPS Civil service Exam. After this candidates must also pass in the physical test and also the interview.

And to become IPS you have to appear for UPSC civil services examination. And to appear in this examination your age should between 21 to 30 years. To become IPS you have to apply for Civil service exam conducted by UPSC.
Eligibility for this exam:
Graduation in any stream & atleast 21 yr old.

Since you have not done graduation, diploma is not enough, so you are not eligible.

To become Indian police service candidate must be passed degree from indian university/colleges approved .
candidate must have agte between 21 to 30 relaxation of 3 year for obc and 5 year for sc./st

your are not eligible for IPS on the behalf of diploma.UPSC conducted exams for IPS every year.
Any citizen of India or Nepal or Bhutan can apply for IPS.
Minimum qualification is a graduate or equivalent from any recognized university is eligible.
A candidate having a degree in any stream from any university is also eligible.
UPSC will conduct this exam in three stages.
1,preliminary exam which depends on objective type questions .
2. main eaxm consists a compulsory subjects+ optional subjects of your choice.
3. viva-voice cum interview.

IPS examination is conducted by UPSC every year .

For IPS examination you have to apply for UPSC civil Services Examination .
