UPSC exam has a wide range of different field jobs, in which field you want to proceed this is the main thing, basically with this % you should eligible for any UPSC exam.
mainy all police recruitments are done by UPSC, and civil services also included in UPSC, so you have to clarify in which field you want to proceed.

Education :Bachelor's degree of any discipline.

You have passed the Bachelor's degree. Hence you are eligible for UPSC exams. But you must be through with the syllabus of UPSC written exam as it is highly competitive.
