For becoming a IES or job in public sector you have to be enriched conceptually. You have to know your core subject well.
As there is not good faculty in your college so you should opt for other external means of learning.
You should do group study with your friends or should consult your seniors if they can help you in your concepts.
Apart from this you can learn through internet where you can find many IIT teachers' lectures and videos.Few institutes like MIT,USA conducts course on circuits and electronics courses where one get to learn both theoretically and practically. You should consult various books f your subjects to become well acquainted with the concepts of your subjects.

You have mentioned that you want to be a IES(Indian engineering services) officer and are confused about which course of action should
be adopted to reach your goal.In my opinion and to the best of my knowledge, you should try for CSE(Civil services examinations)
in order to become an IES officer. There are three steps in which you can appear for the exam:
    1)Preliminary exams-
Firstly you are required to appear for preliminary exams. This is an objective type examination and there are several widely
varied subjects that you are required to study in order to qualify the exam.

    2)Mains examination-
This is the second stage. This is a subjective examination and you can appear for the examination provided you are able to clear the
    preliminary stage.

    3)Personal interview-
This is the last and the most crucial stage in the whole procedure.

But yes this is a fact that in order to clear this examination, you need to have a very good knowledge of the basics of your branch of engineering.
So, you should put extra efforts to get the basic clear.
