    Dear Friend,
First thing is that you may do the courses together but you will not be eligible for it.
As,In order to apply for M.Sc in Photonics you must have completed your 10+2 Board Examinations from any of the recognised Board and also you must hold any Bachelor's Degree in B.Sc Stream. While,As that for B.Tech Course so you must have completed your 10+2 Board Examinations from any of the recognised Board with Science stream and have at least Physics,Chemistry and Maths Subjects in your 10+2 Board Examinations. With these you should also attempt the Engineering Entrance Examinations in order to apply for the courses or you will not eligible to apply for it.

If you have done your B.Sc courses then may there is some chance to apply for both the courses. But,You have to chose the one as a part time.

From my point of view you should try to go with one stream only beside choosing both as it will create lots of Pressure and you might not succeed in both,So,Best is that to go with single only and then do the other.
