your degree with 52% will make you eligible for Civil services exam conducted by UPSC.
and average study skill will not affect much in civil services exam too.
but civil services exam initial written test is conducted to test candidate's knowledge on current events, history, geography, Indian Polity and governance, politics, economics and general science and candidate’s skills in communication, logical reasoning, analytical ability, basic maths and mental ability.
