UPSE stands for UNION PUBLIC SERVICE COMMISSION
and MPSE stands for MAHARASHTRA PUBLIC SERVICE COMMISSION

It is not the name of exam .
UPSE and MPSE conduct examinations for appointments to the service of Government of INDIA and Government of Maharashtra

for different examinations the age limit is different
For IAS exam age limit is 21-30 years as on 1.7.2012. (Upper age limit relaxable for SCs/STs, OBCs and certain other categories as specified in Para 3(ii) of Notice).
