In my suggestion do not go for the scholarship examinations. You will require to build first a problem and its solution that is not explored before. Then with all this data and with the information as to what all will be needed to continue with your scientific program, you will have to post an application to the government association. Then there is a period of long wait, until that particular government association replies
back that you will be called for an interview. Then in the interview, you will have to prove your ability as the scholar with proper presentations. If the association finds it worthy then they will call you. Sometimes to shortlist from many candidates they take examinations too. This is a long process and with lot of time investments. So better you go for something else.
