TO appear in IAS you should atleast graduate.
Age limit should be 21-30 year.
B.Tech(CSE) is a graduation degree so you can appear in IAS Exam.

UPSC (Union Public Services Commission) helds exams for IAS (Indian Administrative Services), IES (Indian Engineering Services), IPS, IFS, etc. Any graduate from Engineering in any stream is eligible to appear for the exams conducted by UPSC. You will have to appear for two examination and one personal interview. First exam is the Aptitude test and other is the MAIN EXAM. For main exam, subjects like comprehensive English, mathematics, statistics, history, geography, psychology, etc will be covered. You can appear for these exams either after completing your engineering graduation course or in the final year of your 4-year B.Tech. course.

Re: Is a student of B.Tech(CSE) eligible for Civils Examination of UPSC ?

Yes, Btech students are eligible for civil service.
Even its a fact that around 25% students selected in civil service have engineering background.

    Selection of Optional
UPSC provides a long range of optional to choose from, but while selecting you optional, dont opt for two engineering subjects which is not allowed.
For example you cannt choose physics & maths.
Try to choose one subject related to administration.

    Age limit : 21-30 years.
No of attempts: 4 for general, 6 for OBC, no limit for SC/ST.

    Dear,

Yes off course you can apply for the Civil services exam such as IAS/IPS .

For this , the minimum educational qualification required is to be a graduate.

Apart from that , you need to clear the CSAT i.e. civil services aptitude test conducted by the UPSC.

Age limitation is between 21-30 years with 5 years relaxation for the Sc/St candidates and 3 years relaxation for the OBC categories.

General categories get 4 while reserved categories get 7 attempts to clear the exam.

For more details , you can visit the following link:-

    http://www.upsc.gov.in/.

    Thanks.
