A candidate can enroll at any of the Institution and this will help you to save time as well as money, than doing a regular PhD program. The eligibility criteria for doing Distance learning vary depending upon the University you enroll and the common eligibility criteria is that a student have to successfully complete an advance post graduation course related to their area of specialization.

In India the University offering PhD in either IT or in computer science in distance mode is three University below seem good choices, they are:

1. International Institute of Information Technology, Hyderabad. For doing the PhD the student need to take a PhD qualifying exam conducted by this particular University.
2. University of Delhi, university offers a five-year research doctorate in Computer Science and Information Technology.
3. Indian Institute of Science Bangalore - offers a four- to five-year doctoral program.

It is a good choice, provided you have made up your mind to spend another 4 to 5 years in studies. One of the challenges I see in those who pursue PhD is that they tend to think over a period of time that they could have done a job and then went for doctoral studies. This is especially true when they see their classmates earning bigger income as they are struggling to get the thesis into a proper structure. But if you have chosen to pursue a career in academics and high end research field, doctorate will certainly help. Quality of PhD program is a must, doing anything for the sake of it will not help in any way. So if you are doing a doctoral course, try to do it in the proper way.

Having said that there are some good distance learning doctoral program offered by some known universities like Delhi university and IISc Bangalore. one of the key challenge with part-time PhD in areas like computer science is the lack of proper infrastructure and guidance.
