Now you cannot make such a shift. Lateral entry in
engineering 2nd year is only allowed for diploma in
engineering holders. It means that a diploma in
engineering holder can directly take admission in
engineering 2nd year. But you being a Bsc
are not eligible for taking admission in 2nd year
engineering. You will have to take admission in first year only.

No it is not possible for you to shift to B.tech 2nd year after B.Sc.
Only Diploma holders in any Engineering branch can directly join B.tech 2nd year.
After B.Sc you can apply for AIEEE on the basis of 12th.After AIEEE you can get admission to B.tech 1st year.
On the basis of your rank in AIEEE,you will eligible for various Engineering colleges.
The higher rank you score in the Test, the better college you will get.

No you cannot shift to B.tech second year after completing your B.Sc Non-Medical.
Direct admission in B.tech second year is only valid for Diploma holders in any branch of Engineering.
Anyhow,if you want to apply for Engineering you need to appear for the National level Engineering Entrance tests such as AIEEE,IIT-JEE.
On the basis of your rank in these tests you will be assigned colleges.
But on the basis of AIEE,IIT-JEE you will be eligible for admission in first year of B.tech rather than second year.
