Hello,
It is a good question.You can not take admission in any goverment college without clearing any entrance exam.
It is not possible,because you want to take admission in a goverment college and goverment does not allowed to take admission in his college without merit,without entrance test.

No friend. you cannot enter in both Government and Private Polytechnic college by without entrance exam.

-->> In some colleges according to your mark in entrance only you can take course in that college. There will be some higher marks to attain higher diploma course like Mechanical, Civil, IT, ECE.

-->> In some low grade colleges, You can enter in course in Management seat. There is no entrance exam for Management seat students. But. This is illegal.

-->> You can crack good marks in entrance exam very simple by 10th preparation itself.
