    dear friend

the things which you want to ask is possible in Abroad only this type of facilities is not providing in India by any college.
but if you are completing the diploma degree than you can get the admission in the second year of the engineering. by lateral entry test for the required college.
there are many college available in the INDIA those providing lateral entry to the diploma student in the second year of the engineering course.
but if your college provide that you will done the first yaer in engineering and can take admission in other college than you can apply in the Abroad colleges only.

thank you for asking the question
