You can definitely apply for the exam, provided you meet all the eligibility criteria required by the commission.
Maharashtra Public Service Commission (MPSC) examination is irrespective of whether you are an experienced doctor or not.
The commission conducts exam to recruit officers for all the three cadres of the commission.
The three classes of cadre are Class I, II & III.

You can check the age criterion and can thus accordingly go for the decision of applying or not:

For Class I and II,
(a) OBC: 35 years
(b) SC/ST/NT: 38 years
(c) Open Category: 33 years

For PSI/Assistant level:
(a) OBC: 35 years
(b) SC/ST/NT: 38 years
(c) Open Category: 33yrs / for PSI exams it is 28 yrs

And the candidate should be a graduate.

Apart from the age criterion, you also have to fulfill the physical health qualification:
Height: 165 cms.
Chest: 84 cms. (Unexpanded)

Thus, if you meet the above mentioned criteria, you can apply for the exam.
