To appear for any UPSC exam,you should have fulfill with the eligibility criteria,thats it their will be no problem in interview also.
As you have completed B.E course,you can eligible for Civil Service Exam and Indian Engineering Service.This two exam are conducted by Union Public Service Commission every year once.

Eligibility criteria for Civil Service Exam:
Education Qualification:
You should have completed minimum graduation degree with any stream from a recognized university.
Age limit:
And your age should be between 21 to 30 years.

Eligibility Criteria for Indian Engineering Service Exam:
Education Qualification:
You should have completed B.E/B.Tech course from any one branch mentioned below.
>>Mechanical Engineering
>>Electronic and Telecommunication Engineering
>>Electrical Engineering
>>Civil Engineering
Age Limit:
And your age should be between 21 to 30 years.

If you fulfill with both eligibility criteria,then you can appear for both exam.If not you should apply for the exam you are eligible.
Civil Service exam consist of Preliminary Exam and Main Exam.

Notification Details for this year:
Civil Service exam Notification:
Preliminary Exam notification released on 11th Feb 2012,closes on 5th March 2012 and exam will held on 20th May 2012.
Main exam will held on 15th Oct 2012.
IES exam notification:
IES exam notification will release on 25th Feb 2012,closes on 24th March 2012 and exam will held on 15th June 2012.

Note:You should clear Preliminary exam,in order to attend Main exam.

I am happy to inform you that you are eligible for I.E.S exam. It will not matter weather you take gap after 12th.
You don't have any problem in facing Interview.
I.E.S exam is conducted by U.P.S.C.

ELIGIBILITY CRITERIA:-

>pass the B.TECH/B.E from recognized university.
> Age limit for I.E.S:-
For open category:-21-30year
For OBC category :- 21-33year
For ST/SC category:-21-37 year
