    Dear Student,
-Even though if you do not have good scores in UG,if your percentage is quite high in your post Graduation, then you can definitely proceed in applying for PhD in Foreign countries. You do have chances to get admission.
-Your PG score being good, you needn't worry as many professors would be eager to work with you.You need to shortlist the the universities and professors you want to work under. You can even apply for the scholarship tests so as to decrease your cost.
    Good Luck.

Is it possible to apply for Ph.D in Foreign Universities if I have less percentages in Under graduate level but good scores in PG level?

I am a second year student of Economics at one of the premier institutes in India. I have a good score in my PG after the first two semesters, however my previous certificate scores have been very dismal and I barely managed to clear my under-graduation. I want to do my research in Environmental Economics. Is it possible to apply to foreign universities based on my PG marks and my dissertation score? I heard that they give a lot importance to your master thesis. I would be interested for my studies in Europe as I do not want to go for an advanced masterís in economics as in the case of countries like US and Canada. Or should leave this idea altogether since my academic background is not too good. Please help me out.
