The Merchant navy Exam is conducted by UPSC through the Central Defense Service (CDS) exam. the Exam is conducted two time in a year. So apply for that Exam after filling the form. The form is available online and offline on the General Post offices of India after the Notification date. The Further details of CDS Exam is gathered from the Official website Of CDS that is www.upsc.gov.in you acnm also get previous year paper from this website and eligibility criteria also.
