    Dear Aspirant,

GRE is an exam to take up MS in any of the foreign universities.
TOEFL is an english exam conducted to check if you are good at english or not.

So, even if you are an MTech, you have to pursue MS in those universities for 2 years. But the degree obtained there is much valued compared to your MTech degree in India. Hence you complete your MS there and then apply for the Phd.
Else after your MS you can also opt for working there only since the package will be very high.

But if you are keen in doing Phd only in Foreign universities there is no need of GRE exam.
Singapore University and other universities offers Phd to IITians who have done their masters degree in IIT. So there are different options for you. Select The Best.

    All The Best.
