Graduation is the main qualification required for applying for Civil service exams. CA is not considered as a course equivalent to graduation. If you have pursued CA course after graduation you can definitely apply for Civil services exam or else you are not eligible for this exam. You should be between 21-30 years to attend this exam. You should attend the UPSC exam as part of this. Hence, if you are not a graduate, it is necessary to secure a degree in any subject area to apply for civil services exam. For more details you can visit the official website of UPSC.
