Since you have not applied for the exam it will not be treated as an attempt. If you had attended even one of the exams then it will be treated as an attempt. So you can prepare for the next exam scheduled in December. The application forms should be available from 18th August. The last date to receive the application is 17th September. The duration of this test is for 3 days. It is not advisable to appear for the exam if you are not well prepared.

If you have applied for this exam once and you have not given the exam due to some reasons then also it will be treated it as an attempt.

Thus be careful from the next Time.

Only limited attempts you have in order to appear for this exam.
The details for it are as follows:-

    >>If you comes under the OBC category then the number of attempts are 7.
    >>If you comes under the General category then the number of attempts are 4.

However if you comes under the SC/ST category then you do not have to worry for it.
