You are studying B.Tech. in another state then you can not avail any scholarship from your home state.
Better apply scholarship in the state where you are studying.

    Hi friend,
It depends on your home state. In some states they provide scholarships to students studying in other states also. But in many states the criteria is that you should study in the institution of the state. Also this depends on the specific scholarship you want to apply for. But these rules is applicable (if applicable in your state) only for state government scholarships. So you better apply for central govt scholarships, IOCL scholarship etc.
    Regards
