You can apply for the scholarship at the e pass web site:
http://epass.cgg.gov.in/

Click on Fresh application Registration and fill the form with your details in the appropriate fields.
After filling the details click on SUBMIT button. Take the print out of your application form and submit the application along with your cetificates such as CASTE, INCOME, QUALIFYING YEAR MARKS MEMO, ALLOTMENT SHEET issued by the convener, Transfer Certificate etc., You should also have to scan the above certificates and upload them during the process of online application.
