Group 1 exam mainly includes positions which come under state government. You can apply for posts like Deputy Collector, ASI, Deputy Registrar, and Deputy Superintendent of Police etc. On the other hand, you should attend UPSC Civil services exam to apply for IAS posts. Higher age limit so as to attend this exam is 30 years. You can appear for this exam only after you complete your B.Tech degree. On the other hand, you can apply for the same while doing final year graduation. In such cases, you should be able to furnish your certificates at the time of admission if you clear written test. You can apply via online through UPSC official site.
