It is a regret that you cannot get admission for Mechanical Engineering through IIT-JEE. You don't have a chance of getting admission through IIT-JEE is because of following reasons.

--> First of all IIT-JEE can be attempted only two times and that too back to back without any gap between the exams.
--> So, your chance of getting through IIT-JEE is impossible as you went for Diploma after you failed in your First attempt of IIT-JEE.
--> There is other way of getting into engineering i.e Generally diploma holders are admitted into 2nd year of Engineering as lateral entries.
--> But in IIT's you won't have such system of students getting as into 2nd year of engineering as lateral entry.

If your dream is to pursue Mechanical engineering then you can become a Mechanical engineer but if you want to do it i IIT's then it's not possible, instead you can go for GATE after your Graduation and do your M.Tech in IIT's with a specialization in Mechanical Engineering.

yes you can get admission into mechanical engineering through IIT-JEE in the IITs like

IIT-Bombay
IIT-Nagpur
IIT-Guwahati
IIT- Delhi
etc
for taking admission into mechanical course you have to appear in IIT-JEE and if you get selection then only you can admit to IITs

yes, there is a large possibility of taking mechanical branch in IITs ,but as we know that mechanical is a core branch of engineering,so it totally depends upon the rank secured in iit entrance exam which allows
the student to take their desired branch.
for example ,taking mechanical branch in top IITs like
1.IIT BOMBAY
2.IITKANPUR
3.IIT DELHI
requires rank below 2000 in the entrance exam held by IIT.
mechanical is a branch with a large future scope and hopes.
