No, you have to do 11th first and then 12th.
Do 11th 12th with physics, chemistry & math.
You can not pass both classes in same year nor you can go directly to 12th.
After 12th give CET, AIEEE exam and get a good college for civil engineer.
Maintain more than 65% thorough 12th and degree for good job.

There are no such rules introduced so far , so that you can directly apply for 12th without going for 11th level .
Sorry to say this but Its not possible .
If you have interest to do for civil engineering then you must complete intermediate and then apply for EAMCET examination depending on your rank you will be allocating in a college .
And the course is of 4years i.e 8semesters and then you are said to be an Civil Engineer .
This is a legal procedure , go with this .

Yes you can apply for the 12th class science stream directly after 10th in two ways as follows:
1. Diploma in engineering: this is the best course taken up by many students who want to become engineers after 10th. It is now considered equivalent to the 12th class.
2. Correspondence: After 10th you can directly enter the 12th through IGNOU or BRAOU universities as these are correspondence universities and doesnot involve 11th class.

Let me tell you that to be a civil engineer you will have to go with non medical science stream with physics, chemistry and maths as one of the main subjects.
Also as per your question there are a number of Common entrance Tests in India for entry into the civil engineering may it be B.E or B.TECH in civil engineering. Some are AIEEE, EAMCET, MHCET, etc.. However you cannot apply in these CET just after your 10th as you need to be a 12th pass to apply for them. However you can apply for the preparation or coaching on how to crack these exams after your 10th and then give the exam after 12th.

No you cant apply for 12th directly.
But if you do this thing from pvt. then you can direct appear in 12th exam.
You have no college attendance problem.
But it duration is just same as 12th courses duration.
So it is better for you that you complete your 12th from general mode and give the
paper of Engineering exam.
