IAS stands for Indian Administrative Service and this exam is conducted by UPSC(Union Public Service Commission). This exam is conducted ever year as it is one of the Indian Civil Service exam.

Sorry you cannot apply for the IAS exam as you are only finished your +2,as the minimum education qualification for the exam is a degree from a recognized university.

There is no specific percentage for the IAS exam as you would only need a fair percentage in your degree.

If you want to apply for the IAS exam you need to have a age limit of 21-30 years for General category and for SC/ST candidates it is 21-35 years and for OBC candidates it is 21-33 years.

It is better that you continue your studies and then apply for the IAS exam after finishing your degree in any discipline.

    All the best.

The upper age limit is relaxed in specific cases as mentioned below:
upto a maximum of 5 years if the candidate belongs to SC/ST.
upto a maximum of 3 years if the candidate belongs to Other Backward Classes(BC's)

    >> You must complete your Graduation Degree(No restriction in Min.Percent)

    Attempts :
If you belong to the “Open Category” you can give the exam 4 times maximum!
If you belong to the “OBC” you can give the exam 7 times.
If you belong to the “SC/ST” you can give the exam as many times as you want. There is no restriction on the number of times!

    IAS exam pattern :
