For making a career as an IAS officer you need to first of all complete your graduation. There after you will need to appear for the UPSC exam. You are eligible to appear for the UPSC exam when you reach the final year. It is a must that you should have completed at the time of joining. Since this is considered to be one of the most difficult entrance exam it would be good if you start preparing for the exam right away. For the general knowledge are make sure to read the newspaper daily. Also you could purchase some current affairs books from the market. You also need to select two optional subjects. These could be subjects which you are currently pursuing. Make sure to read thoroughly. Solve as many papers and redo the areas where you make errors.

As to apply for IAS exam, a candidate needs to have passed in a graduation from any field. Also, final year students who appeared in their exam can also appear in the IAS recruitment rally. The IAS is a long process. At first there is a preliminary test which you need to clear. Then there is the mains. On clearing the mains there is the interview round. All these process will take around 14 months all together. Extensive preparation and dedication is essential as to pass each test. You could begin with reading the newspaper in detail daily. Choose from the optional subjects and start preparing accordingly. There are lots of training institutions which offer training to students who are preparing for the exam.

Re: Can a 3rd year B.Tech Student apply for IAS exam?

The candidates of 3rd year of the B.Tech graduate degree course are not eligible for IAS (Indian Administrative Services) under UPSC (Union Public Services Commission) exams. You should either be a graduate, i.e., a pass-out with a degree or you should be in the final year of the degree course you are pursuing. The UPSC (Union Public Service Commission) exams for IAS, IPS, IES, IFS, etc has the following eligibility criteria : A candidate should be a pass out of or in the final year of Engineering from AICTE approved institutions. Computer science/IT students are not eligible for the IES exams but are eligible for the other exams like IAS. The age limit is 21 to 30 years. And the number of attempts for this exam are 4 (For Gen), 7 (For OBC) and no limit (FOR SC/ST). You can appear for Indian Administrative Services (IAS) under UPSC. You cannot appear for IAS exams while in the 3nd year of B.Tech. You will have to wait until you reach your final year of 4 year graduation degree course. Once you have completed your graduation or you are in the final year of your course, you are eligible for the UPSC exams for IAS, IPS, IFS, etc. You will have to pass a 3-phase exam. First is the aptitude test. Second is the main exam which will include subjects from comprehensive English, statistics, mathematics, psychology, geography, history, etc. And after the main exam, you will have to appear for a personal interview. this is the procedure for UPSC exams.
    all the best!!

No my friend . Right now you are not eligible for this exam.
You can apply for it in your final year of graduation. Also you should be of 21 years of age while appearing.
However if you clear the preliminary exams , you will have to submit the degrre to be eligible to sit in the
    Mains examination.
You should start preparing from right now only. 1year is enough for thorough preparation of this examination.
There are lot of good books available in the market.
Go grab some and start preparing.
