No you cannot attend the NET exam with back papers in PG. The minimum eligibility for attending the NET exam is a post graduation in any discipline. This should be from a recognized university or college. You should score at least 55% of marks in the PG level. The final year PG candidates can also apply. Their candidature will be on hold till the time they finish the PG course. Those who qualify in the NET exam can join as lecturers in government colleges or universities.

No dear you cannot apply for NET having backlogs in your PG Degree.
So first clear your backlogs and than apply for NET.
As for your information I want to inform you that you must possess PG degree from a recognized university. So you can apply for this next time.
NET exam is conducted twice in one year in the month of june and december.
So apply next time.
