Engineering is a graduation course.
Minimum eligibility criteria for Engineering,You have to pass12th Science with Math.
Friend hare you have not mentioned that you are a student of Science or not.
You can't do engineering by IIT and NITcolleges.
But you can do engineering by some government colleges after facing entrance exam as:-
West Bengal's engineering colleges
Bihar's engineering colleges
AMU
JAMIA etc.
You have another option of private colleges.
You can get admission in some private colleges after graduation also.

You are not eligible for Lateral entry admission in Engineering on the basis of your 3 years B.A. course,for becoming eligible for Lateral entry in Engineering,you must have to complete your Diploma course in any Engineering stream from a recognized College with at least 60% marks.Since you had already completed your BA course,so I recommend you to go for Masters degree in the stream you are interested in,but if you are interested in Engineering then you must have to do Diploma best and then you will get admission in B.Tech,here is the list of best Colleges where you can apply after completing your Diploma course.

Engineering is a graduate course which is eligible after 12th science with physics and maths
You cant do engineering by I I T & NIT colleges
But you can do engineering by some govt. colleges after giving and passing the Entrance Exams.

You can get admission in somw private college after graduation also
