No, I think you are not eligible for the IAS exam when you are in 3 year of engineering.
For the IAS exam the candidate must have graduation and final year student can also apply for the IAS.
And IAS exam is conducted by the union public service commission that means by the UPSC.

And you can apply for the IAS in your final year. There is no provision to apply for IAS exam in pre final year.
So you should apply for IAS in final year.

For the more details you should visit the UPSC site.

Re: Am I eligible for IAS exam while studying third year engineering?

No,you are not eligible to apply for CSE(Civil services exam) in your third year of engineering but you can start preparing for the
exam. The reason being that the minimum qualification that is required in order to appear for civil services exam is to have a
graduation degree from recognized university from any discipline.

But i would suggest you to prepare for the same right from the third year of your graduation as it requires a considerable period of time
to get ready for this exam. This is one of the most reputed exams of the country and every year around lakhs of students
appear for the same. So, you need to take thorough guidance and mentor ship to appear for the same. There would be many
coaching centres providing coaching for the same but you should select the best one as it really requires one with superb
    faculty.
